Description
The City of Spartanburg is seeking a Grants Manager under the
direction of the Assistant City Manager. The purpose of the
position is to research and develop potential grant funding
opportunities for the City and oversee the administration of all
grant funds in support of the various departments within the City.
Under limited supervision, this position is responsible for a
variety of activities related to the identification, acquisition
and management of federal, state and other grants available; both
active and inactive. Oversees any grant services or activities
performed by a third-party contractor and assists with the
implementation of grant programs for the City. The candidate should
be resourceful, detail-oriented, and a collaborative team member
with excellent writing skills.
Examples of Duties
Conducts research of available federal, state, county, corporate
and private foundation grants for all City departments.
Disseminates grant information to appropriate departments regarding
availability of funds to assess their interest.
Develops and composes grant proposals to obtain available
government and private funding from various programs and projects.
Obtains assistance of outside consultants procured by the City to
prepare more technical or complicated grants.
Prepares Ordinance, Resolutions, agendas, agreements and other
grant-related documents as necessary.
Provides oversight for the City's grant programs
Ensures compliance with all applicable federal and state accounting
and financial reporting requirement.
Develops policies/procedures/systems for the effective
administration of grants to ensure compliance and effective
internal controls.
Negotiates terms and conditions of awards and sub-awards which may
also include changes in scope or requests time extensions from
funding sources in order to obtain contract amendments reflecting
changes. Communicates with department heads who are responsible for
implementing projects to determine need for extensions and/or
amendments.
Monitors grant budgets and appropriations, produces reports as
needed. Monitors grant expenditures for allowability; monitors
grant revenue and coordinate/prepares draw down of funds for
approval and submittal. Work with Finance staff and procurement
office for the reconciliation of grants.
Interfaces with City Consultants, Advisory Boards, Department Heads
and general public as needed.
Liaisons with Federal, State and Local Grant Contract Managers and
representatives of funding agencies.
Directs the establishment and maintenance of a resource library on
available grants and completed grant applications.
Maintains tracking of grant status for auditing/budgeting and
information for statistical reports.
Collects data from departments to package and submit reimbursement
requests from funding sources.
Maintain grant compliance and reporting, including outcome
measurement and grant budgets, ensuring high standards for
timeliness and completeness.
Engage program managers in grant planning and reporting.
Assist in development of presentations for various
stakeholders.
Coordinates grant programs; prepares, refines and submits
applications in accordance with applicable grant program
requirements.
Reviews available literature and searches for possible grant
funding opportunities for all departments and for a full-service
municipality.
Receives grant proposals as submitted for special project funding;
works closely with department head during the development,
application and reporting phases of each grant project; assists
department personnel in writing periodic reports to comply with
grant requirements.
Administers funded grant programs and project development.
Prepares various records, reports, forms, correspondence and other
documents with proper format, punctual, and spelling and grammar,
using all parts of speech.
Performs other related job duties as assigned.
Typical Qualifications
Required Knowledge, Skills, and Abilities:
Exceptionally persuasive writing skills, including ability to
convey complex information to a diverse audience.
Superior editing skills.
Excellent analytical skills.
Ability to write compelling proposals and progress reports.
Strong administrative skills and self-motivated to set priorities
and manage multiple tasks under minimal supervision in an effective
and efficient manner.
Ability to work collaboratively with team members in a fast-paced
work environment.
Intermediate to expert skills in Microsoft Office suite of
applications including, but not limited to, Outlook, PowerPoint,
SharePoint, Word, and Teams.
Familiarity with grant databases and grant management tools
preferred.
Knowledge of state, local, federal, county, corporate and
foundation grant procedures and audit and compliance
requirements.
Able to obtain knowledge of the requirements, policies and
procedures of various departments. Knowledge of availability of
grants and how to research and monitor grant opportunities.
Proven track record in obtaining and monitoring compliance of
grants.
Skill in adapting to a changing work environment, competing demands
and ability to deal with frequent change, delays or unexpected
events.
Skill in working independently and following through with
assignments with minimal direction.
Education and Experience:
Bachelor's degree in a related field.
Minimum of three (3) years of experience in fundraising, grant
writing, and grant management.

Salary:
Salary depends on qualifications. Range is as follows:
Min: $75,000 Max: $93,179
